[SRI] Space debris: an abiotic insitu space resource - PREVIEW EXCERPTS FROM 2021 SRIC3 PAPERS

Dear SRI Friends and Supporters,

i was trying to keep different tasks
well sorted, and separated each-other.
But the Congress is now approaching quickly, and my stack of interesting concepts for newsletters is growing unattended, while my daily tasks for the Congress are requiring my continuous attention...
Therefore i decided to send them out in a random way, just not to loose their freshness and ingenuity... please forgive me, and consider the substance more than the format...

Today, while i am finalizing a congress paper of mine, titled "Profitable industrial activities to be developed in Earth Orbit", i am coming across several quite interesting papers, which will be referenced in my paper. namely i was searching for business plans not limited to consider space debris as something to remove from orbit -- a worth goal in itself of course -- but also to a subject for a big business, one that will contribute greatly to the civilian space devleopment in Earth orbit and beyond.
One of these papers talks about space debris as an abiotic insitu space reource.
Quite inspiring!
And requiring 3 developments we need:
1) technological enhancement
2) manned orbital workshops and factories
3) legal enhancements

It inspired me to draw an analog concept:
Abiotic space resources calls for abiotic space predators. We will need big "space wales", to eat and metabolize small debris like sea wales eat plankton, and we will need restless agile "space sharks", seeking and catching big wreckages, avoiding them to collide, explode and produce new small debris.
Such abiotic space predators, endowed with artificial intelligence, and strictly controlled by human operators, will need to recognize alive operating satellites from dismissed ones.

I believe one of the main cultural outreach and policy focus programs, that should emerge from our 3rd World Congress, should be to solicit a very much higher level of actvity, enterprise and development on the matter of Space Debris, clearly indicating reuse and recycling as a priority goal, beyond removal.

I'd appreciate opinions and suggestions about this and others main topics, for our congress discussion.
